Le 2 mars dernier, le ministère de l’Autonomisation de la Jeunesse, des Sports et des Loisirs avait pris la décision de dissoudre le comité directeur de la Mauritius Football Association. Et ce dernier s’est référé à la FIFA afin d’expliquer cette situation.
Mercredi, l’institution internationale de football a répondu au secrétaire général de la MFA, Nazeer Bowud, pour demander que le MAJSL revienne sur sa décision d’ici au 16 mars. Au cas contraire, l’affaire sera entendue par le board disciplinaire de la FIFA et la FIFA suspendra Maurice de toutes les compétitions internationales et n’apportera également aucune aide financière au pays.
Kenny Jean-Marie, Chief Member Association Offi cer de la FIFA, a répondu au courrier de la MFA, envoyé le 2 mars dernier, le même jour où le comité directeur a été dissous. Dans le courrier envoyé par l’officier de la FIFA, il explique son incompréhension autour de cette décision. « We are gravely concerned by such an incomprehensible decision and the direct implication that it will have on the ability of the MFA to govern its affairs in light with its statutory obligations as a member association of FIFA. We also do not understand the timing of such decision, in particular following the many attempts the MFA and FIFA made to seek dialogue with the Ministry in order to fi nd a constructive solution that would be acceptable to all parties concerned. In this respect, we note that our letter of 20 December 2022 addressed to the Minister of Youth Empowerment, Sports and Recreation, The Hon. Stephan Toussaint, and his Permanent Secretary, Mr Joseph Ramsamy, has so far remained unanswered ».
Selon les statuts qu’imposent la FIFA à tous ses membres affiliés, y compris la MFA, ils ont l’obligation de gérer leurs affaires en toute indépendance et sans infl uence d’une tierce organisation, dans ce cas-là le MAJSL. « We consider that the aforementioned decision of the Ministry to dissolve the MFA National Managing Committee and replace it by a so-called Temporary Committee would appear to be clearly contrary to the abovementioned statutory obligation ».
Dans ce contexte, une suspension de Maurice pourrait être à l’agenda. « In this regard, we would also like to recall that a suspension would mean that the MFA would lose all of its membership rights as a member association of FIFA, as defined in art. 13 of the FIFA Statutes, with immediate effect and until further notice, including, but not limited to, the right of the MFA’s national teams or any of its clubs to participate in any international competitions as well as the right of the MFA and its Members to benefit from FIFA and CAF’s financial/development programmes. In short, all relevant stakeholders involved in football in Mauritius would be affected by a suspension ».
Enquête sur l’Académie de Liverpool
La FIFA donne ainsi jusqu’au 16 mars au MAJSL pour revenir sur sa décision, et redonner les pleins pouvoirs aux membres du comité directeur de la MFA, que le MAJSL avait décidé de dissoudre. « In view of this, should the Ministry not reverse its decision to appoint the so-called Temporary Committee by 16 March 2023 at the latest, and therefore permitting the MFA National Managing Committee to regain full control of the MFA, the present matter will be presented to the FIFA Council for consideration and decision ».
Pour conclure ce courrier, le Chief Member Association Officer a fait mention de l’Académie de Liverpool, qui serait actuellement sous enquête à la suite d’éventuelles infractions au règlement de la FIFA concernant les joueurs mineurs. Du côté du MAJSL, selon nos informations, le Temporaray Commitee se rencontrera cet après-midi afi n de discuter des différentes décisions. Toutefois, du côté du MAJSL, il est hors de question de faire machine arrière.
