En fin de journée, mercredi à la Chambre des Communes, le leader du UK Reform Party, Nigel Farage qui se présente comme le Mouthpiece attitré du président américain Donald Trump, sur le dossier du Chagos Much Better Deal, a tenté un baroud d’honneur politique. Bénéficiant du soutien des parlementaires de l’opposition britannique, notamment du parti conservateur, il a mené une opération pendant quarante minutes avec une trentaine d’interpellations successives, adressée au Minister of State, Foreign, Commonwealth and Development Office (FCDO), Stephen Doughty, dans une tentative déclarée de barrer la route à la restitution de la souveraineté de Maurice sur l’archipel des Chagos. Toutefois, lors de ces échanges à la Chambre des Communes, un point fondamental a émergé, soit l’urgence de garantir le Satellite Communications System (Electromagnetic Spectrum) anglo-américain, basé à Diego-Garcia, pour la mise à exécution des opérations militaires et assuré la sécurité des intérêts de l’Ouest. D’autre part, en pas moins de cinq reprises, le ministre d’État du FCDO a été catégorique : « there has been no change to the substance of the deal, nor to the overall quantum agreed.»
En tout cas, le Live de ces débats et la teneur du Hansard de la Chambre des Communes constituent un décryptage élaboré sous toutes les coutures des dessous de la décision du Royaume-Uni de signer le Chagos Deal avec Maurice dans la conjoncture. L’un des enjeux concédés porte sur la pertinence stratégique du système de communications par satellite anglo-américain, opéré à partir de la base de Diego-Garcia pour les besoins des opérations militaires.
Valeur du jour, dans le sillage de l’Advisory Opinion de la Cour Internationale de Justice de La-Haye, le ministre d’Etat Doughty affirme, en réponse à une interpellation du député conservateur, Lincoln Jopp, « as we have said repeatedly, the base (Diego-Garcia) was not on a sustainable footing. This deal puts it on a sustainable footing. »
Stratégiquement, à partir de la base de Diego-Garcia, Londres et Washington disposent d’un atout sous la forme de « full and unrestricted access to the Electromagnetic Spectrum at the Diego Garcia military base on the islands, allowing them to securely control American and British military and diplomatic communications in the region, as well as monitor hostile activity from foreign states. »
Justifiant le Chagos Deal avec Maurice auprès du député conservateur Jeremy Wright, le ministre d’État a mis l’accent sur le risque de perdre l’exclusivité de l’usage de l’Electromagnetic Spectrum et de l’urgence de “to proceed with a deal to secure the future operation of the base—that was very clear—and why our allies wanted us to secure it.”
De par les détails fournis à la Chambre des Communes, la déduction politique et stratégique est que Londres ne veut pas subir de nouveau le coup de la sanction infligée par Maurice avec l’International Postal Union, un autre organisme des Nations unies ou encore à la Commission des Thons de l’Océan indien (CTOI). L’explication explicite de Londres se décline comme suit:
« We currently have unrestricted and sole access to the electromagnetic spectrum, which is used to communicate with satellites and which is guaranteed and governed by the International Telecommunications Union, a United Nations body in Geneva. If we lose it we can still communicate, but so can others. That is one of many examples. There are a series of aspects that are important to the operations and the security of the base, its maintenance into the future, and its ability to operate unimpeded. I can tell the right hon. and learned Gentleman that all those considerations, and the protections that we have secured, have been part of why we have reached this deal. We would not have agreed a deal that did not secure the unimpeded operation of the base into the future and also left it continually at risk, as it is at present. »
Devant la controverse autour du Chagos Much Better Deal et le montant de la compensation agréée pour le bail de la base militaire de Diego Garcia, la partie britannique a pris le soin de souligner que « as I said, there has been no change to the substance of the deal, nor to the overall quantum agreed. We believe that we have reached a deal that is in the interests of the UK and Mauritius and, indeed, of the United States and our allies. » Le Hansard de la Chambre des Communes comprend cette affirmation répétée en cinq occasions suite à des allégations sur un soi-disant Financial Package de £ 18 milliards en faveur de Maurice. Ce détail sur le montant de la compensation a été démenti de manière formelle et par Londres et par Port-Louis dès mercredi.
De son côté, l’ancien leader du Labour britannique et un des défenseurs de la cause des Chagossiens à Londres, Jeremy Corbyn, s’est intéressé au sort, qui sera réservé à ces derniers dans le cadre de ce Deal. « The primary purpose here is national security and ensuring the functioning of the base, but the right hon. Gentleman is absolutely right to raise the issue of the Chagossians and their treatment in the past, which we all agree was wrong, and their interests are absolutely at the heart of this agreement », a fait comprendre Stephen Doughty.
Ainsi, Londres a évoqué la possibilité de visites des Chagossiens dans l’archipel dans son ensemble de même que la possibilité de se faire embaucher sur la base de Diego-Garcia. « It will mean that, for the first time, we can resume visits to all the islands, including Diego Garcia, with the appropriate protections in place. Hopefully, it will allow settlement on the outer islands, which is part of our discussions with Mauritius on the treaty. Of course, the Chagossians can, subject to the relevant security clearances, work on Diego Garcia as well », confirme le porte-parole ministériel.
Le gouvernement britannique prévoit également d’engager dans les semaines à venir des consultations avec les représentants des Chagossiens au sujet du fonctionnement du Trust Fund envisagé. « We recognise their lands, graves and history, and our package of measures to support the Chagossian community—both globally through a trust fund and here in the UK—will be very important. Those are some of the issues on which we look forward to engaging with Chagossian representatives over the weeks to come », rassure-t-il.
A l’interpellation liminaire de Nigel Farage, le Minister of State, Foreign, Commonwealth and Development Office avance d’emblée que « I must reiterate that the Government inherited a situation where the long-term future of the military base, which is vital to UK and US security, was under threat, as opposition Members know. The previous government recognised that, which is why they began negotiations in 2022 and held 11 rounds of negotiations. This government have secured a deal that protects the base for at least the next 99 years—a period that can be extended. That means that the UK and the US will be able to operate the base unchanged well into the next century. »
Par ailleurs, Londres se montre encore plus rassurant au sujet du Chagos Deal, négocié avec Maurice, à l’effet que « there will be clear commitments in the treaty for robust security arrangements, including preventing the presence of foreign security forces on the outer islands and ensuring that the base can continue to operate securely and effectively. We would only agree a deal that we are confident protects our national security and that of our allies. »
