Les claques ont résonné, hier, dans l’hémicycle. Et c’est un vrai coup de semonce qu’a administré le Speaker au ministre de l’Agro-Industrie, Satish Faugoo qui, lors de son intervention sur le budget, mercredi, a pris des libertés de propos sur les procédures et qui, par là-même, a étalé son ignorance des us et coutumes de l’Assemblée nationale.
« During his speech, the Honourable Minister made reference to what he termed as a well established cursus/tradition in Parliament for the Honourable Leader of the Opposition to be the first Member to address the House in reply to the budget speech of the Minister of Finance », a rappelé Razack Peeroo durant les travaux, hier.
Faisant la leçon au ministre et colistier du Premier ministre, le Speaker statuera que « a perusal of the Official Records since 1969 reveals that, contrary to what the Honourable Minister has averred, no such cursus/or tradition has been established. » Première claque!
Quant à celui qui a été désigné par l’opposition pour donner la réplique à Xavier Duval, Kee Chong Li Kwong Wing et au sujet duquel le ministre a, durant son intervention, eu ceci à dire pour tourner en dérision le patronyme du 2e député du No 20: « Who is the shadow Minister of Finance there? Is it Mr Li or is it Mr Kwong or Mr Wing? We don’t know, Mr Speaker! »
A ce sujet, le Speaker a statué que « these are tantamount to using unbecoming words or expressions or offensive language about members of the Assembly which is prohibited by paragraph 2 of Standing Order 40 of the Standing Orders and Rules of the National Assembly. » Deuxième claque!
Quant aux interrogations du ministre Faugoo sur le choix des thèmes des Private Notice Questions de Paul Bérenger, le Speaker l’a ainsi commenté: « The asking of a Question by Private Notice is a prerogative bestowed on the Honourable Leader of the House by paragraph 1 of Standing Order 23. Even in the UK House of Commons, where there is a Deputy Leader of the Opposition, it has been ruled that the privilege of asking a question by private notice of the Leader of the Opposition is not automatically transferable to the Deputy in his unavoidable absence. »
Et d’ajouter que « having said so, the choice of the subject matter of a PNQ rests on the Leader of the Opposition, acting in his wisdom and under the powers conferred upon him by the Constitution, in the exercise of his duties as Leader of the Opposition. » Troisième claque!?
A ce rythme, la prochaine PNQ pourrait bien être sur l’affaire Rose Garden, qui sait?
