Dans une lettre adressée à la ministre des Services financiers, Jyoti Jeetun, la Federation of Civil Service and Other Unions (FCSOU) dénonce la mise à pied de cinq Attendants/Handymen à la Financial Services Commission (FSC).
Ils sont Selvanaygee Appadoo, Rebecca Sunassee, Ranjit Bhoyrub, Divakarsingh Purmessur et Vikram Pandea. Leurs contrats de travail ont été résiliés entre mars et avril de cette année. Ces employés ont été recrutés en mars 2024, à l’exception de Vikram Pandea, qui a été embauché en avril 2024.
Le négociateur de la FCSOU, Narendranath Gopee, indique dans la correspondance qu’il a pris connaissance d’une réponse émanant d’une interpellation parlementaire du député Ram Etwareea – qui recherchait des informations sur le processus de recrutement des Office Attendants/Attendants à la FSC.
« But what drips out of your reply is scaring for you have averred that the Board has been requested ‘‘to look into’’ the recruitment of the 51 employees among whom are the five employees mentioned above. The Federation takes very strong exception to the instruction, which appears to emanate from thin air, to the Board requiring it to look into the last recruitments which concern incumbents in the grade of Office Attendant/Handyman », affirme Narendranath Gopee, négociateur de la FCSOU et de la Financial Services Commission Staff Union (FSCSU). Pour lui, la mise à pied de ces cinq employés est « un mauvais signal » lancé par le gouvernement.
« The dismissal of the five employees is a wrong signal sent by this newly elected government to workers, as it is a fundamental departure from the worker-centric philosophy ventilated during the electoral campaign. To right the wrong already caused to the dismissed employees, the Federation kindly requests their immediate unconditional reinstatement », écrit le syndicaliste. Cette politique, dit-il, contraste avec la politique de recrutement des hauts cadres.
« It is apposite at this stage to contextualise the nomination of Mr. Prakash Seewoosunkur, who is the “One Director”. As per the Union, in 2017, following the recommendation of the then Chief Executive Officer of the Financial Services Commission, Mr. Harvesh Seegolam, to the Board, M. Seewoosunkur, who was then Senior Manager, Insurance and Pensions cluster, was promoted to the grade of Director, Operations, on 1 November 2017. Pursuant to the criteria laid down in the Terms and Conditions of Service 2023 of the Commission, all director and assistant director positions, except the chief executive position, must be integrated into the established grading structure of the Commission. The recommended course of action is to re-advertise the positions held by the individuals on completion of their contractual terms or earlier if approved by the Board. The Federation is informed that the position of director, operations, was never advertised to invite eligible candidates to apply for the post, nor was there an interview exercise carried out to pursue an objective selection of the best candidate », souligne Narendranath Gopee.

Reza Uteem rencontre les dirigeants de la FCSOU
Le ministre du Travail, Reza Uteem, a rencontré, hier après-midi, les dirigeants de la Federation of Civil Service and Other Unions (FCSOU) pour discuter du cas des cinq licenciés de la Financial Services Commission (FSC).
À l’issue de cette rencontre, le négociateur de la FCSOU, Narendranath Gopee, a déclaré que le ministre a pris la décision de renvoyer le cas de trois ou cinq employés à l’Employment Relations Tribunal (ERT).
« Cette décision a été prise car ces derniers ont déjà accompli leurs douze mois de service. Leur cas sera référé à l’ERT pour réclamer leur réintégration. Vu que les deux autres étaient toujours en probation, la FCSOU a décidé de référer leur cas en justice pour renvoi injustifié. Il n’est pas normal qu’un ou deux jours avant la fin de la période de probation, ils aient été licenciés sans qu’ils soient au courant des raisons de leur licenciement. Pour nous, ce licenciement est arbitraire et c’est pourquoi nous avons décidé de saisir la justice », maintient-il.
